New stuff:

* implements the ToT-SPA, ToT-POR and HRE fields in province.csv. Internally, the tools will always include these date. 
  Older versions of province.csv will be recognised, and will use the values specified in the 12apr patch version of province.csv.
  minject saves using the new behaviour; if you want the old-style province.csv, use the /notot option when minjecting.
* mimage is much more forgiving to errors in the ID layer. Small errors will be automatically corrected. 
  If you want the old behaviour (where the id value HAS to be correct), specify /pedantic when importing a image.

Bugfixes:

* better error message when the a RegionSizeOverflow occurs 
* fixed error when minjecting a map that has completely empty regions (thanks matelli!)
* minject no longer barfs on non-existing files in the target directories
